About Ann-Marie

Ann-Marie Hogan was elected City Auditor of the City of Berkeley in 1994. A Cal graduate, she is the daughter of an activist/advocate for family caregivers, and an elementary and high school teacher.

Active in nonviolent education and social justice issues, Ann-Marie worked as a tutor at Berkeley High and teacher's aide at Alameda College while an undergraduate, was editor of the Nonviolent Community's newsletter Gentle Strength, and served on the Board of the Agape Foundation.

She went on to work with small businesses and not-for-profits in programmatic, consulting, and fiscal oversight roles.

As City Auditor, Ann-Marie continuously improved the independence and effectiveness of the Auditor's Office. She was successful in amending the City Charter and enacting City code to enhance the independence of the office and to require that future auditors adhere to rigorous Government Audit Standards and quality controls.

Ann-Marie continues to mentor City employees, including teaching accounting classes for non-accountants. She is Membership Chair of the National Women's Political Caucus-Alameda North and convenes the quarterly meetings and training sessions of the Bay Area Local Government Auditors.

As former Advocacy Committee Chair and current national Board member of the Association for Local Government Auditors, she actively advocates for establishment of publicly accountable independent performance audit functions in cities and school districts. Recently, this has included writing articles and making presentations to the League of California Cities and individual cities and school districts about the need for independent citizen audit committees and independent performance auditors in cities and school district.
